Development of a Value Flow Estimation Method Combining Two Types of Transportation Census Data

One of the objectives of the "Important Logistics Road System" established in 2018 is to improve logistics productivity, and the conditions for international maritime container vehicles to pass through are used as an indicator of "importance". However, the value of the cargo being transported has not been quantified in the past, and "importance" has been verified solely by estimated traffic volume. In this study, we develop a method to estimate Value Flow as a monetary value for each road link by using existing logistics census, road traffic census, and road network data for traffic volume allocation. Specifically, we estimate the value of cargo from the logistics census and allocate it proportionally using the B-zone OD table of the road traffic census. The estimated value is calculated by probability equilibrium allocation calculation to calculate the value for each road link nationwide (excluding Hokkaido and Okinawa Prefecture).
